I personally would love to see a few more Forum topics and also Subs.
I see what you are saying but disagree When you start a forum website the best way to get lots of discussion and traffic flowing is by limiting the forums and subs.One of the largest forums online is the Australian Whirlpool forum. The creator has said he purposely did not add to many forums and subs to his website as to give it the appearance of fullness and community.You have to understand that people go where other people go.If you have a new forum with 20 sub forums and they all have 1-2 threads with 1-0 replies in each, it doesnt look full, it does not appear that anything is happening. The eyeballs are spread too far thin basically.You reverse that, have one forum with maybe 2 sub forums and all of a sudden that same forum and community appears much fuller and richer which in turn has a more positive effect and then the forum naturally grows.Think of it like a super market. You walk into the biggest building on the street, it has hundreds of isles but in each isle there are only 2 or 3 products laying around. What happens when take all of those products take them to one of those tiny dollar stores just a bit larger than your bedroom, the store instantly looks full.This is what that forum needs.Don't thwart the forums energy by stretching it and thinning it out. Keep it simple, keep it full, keep it moving. It will naturally grow.
