Trying to integrate dogecoin-qt.exe -server with commands

Most bitcoin derived coin apps let you run in -server then connect with -rpcwait, or even without rpcwait.

For example I expected
"dogecoin-qt.exe -server"  (assuming pw etc is setup)
then followed with
"dogecoin-qt.exe getnewaddress test"
to work.

However, dogecoin finds a lock file every time, so this approach is not possible.  The second instance just refuses to do anything.

So then I try bitcoin json code that I have but keep getting 401 errors, which seem to indicate it is not authenticating.  I am pretty sure the username and password are correct, but I still get this error.

So fed up with this, can anyone help?  Does it use the same json format as bitcoind ?
