Did you run it as administrator? If so try run it just normally.

This will not solve your problem, but at least it should help diagnose it.
Put 'pause' (no quotes) on a newline on the bottom of your bat file.
It'll keep the window from closing and should let you read the error message you are getting.

.\cgminer
Is what I think you want.
If if starts running you can delete the pause from your bat file.

Okay, now that I am home and checked my bat file.
You might just need the .exe file extension
No leading characters, just cgminer.exe and whatever options you have
Hope that works for you, if not someone more versed in this stuff will have to help you.

Can you also please make a screenshot of the files in the directory? It has to be a very simple thing that was overlooked. The .exe is usually not needed.

Have you typed the command without putting it into a batch file?

No worries, we will solve this :)

This isn't a fix but should help give you a little more info.

Start cmd: run then type cmd.  Once your command prompt opens drag your bat to it, the path should then show on the screen, then press enter.  Like I said this isn't a fix, but should at least give you a reason why it's automatically closing.
