Dogecoin Paper Wallet Question

I am thinking about investing a little bit of money into Dogecoin. I am new to cryptocurrency and had a question. Are the paper wallets sold on eBay safe? I like the idea of a paper wallet because I can put it in my safe, and if my computer crashes it can't be lost. My main question is, if I purchase a paper wallet from someone (a trusted seller with good feedback), can they steal the Dogecoins on the wallet a few months down the road? I mean, if they created the wallet, wouldn't they have access to the info needed to clean it out? Is the only safe way to store a paper wallet like I want to do is to create it myself? Thanks for the help.
