More work = more energy. If you want a higher hash rate expect your GPU to work harder and burn more electricity. More electricity = heat, no getting around that. On my old machine I would take the side off the case and place a small fan at the board to cool it down when the days got warmer. As far as your card you may need a cooler environment (a few degrees colder in the apartment will be made up by the computer blowing hot air), better cooling system on the card, or a better card overall. My R9 270Xs get 490KH/s each and they are cranked. I have one in my main rig that does not go past 330KH/s because I use it daily for games and so forth. 330KH/s does not run hot at all.
Umm, in your lauch .bat file do this -c (your config file name) -i 13 -gpu-memory 15XX -gpu-clock 11XXreplace the XX with a double digit number. There are a whole bunch of settings in the readme file that you can use in your .bat file also, some GPUs need to be specifically calibrated or they wont work.
